1G Seatbelts not retracting when power if off

I am having issues with my 1990 Eagle talon. The seatbelts are not retracting when the power is off, they do retract when the power is on. I brought my car to a mechanic and they were not able to figure out what the issue could be. Does anyone have any thoughts?
 
So, just to clarify. You pull into wherever you're going, you turn the car off and take the key out. When you open the door, the seatbelts stay where they are? They do not go down the track/retract unless the car is still on?
 
Correct, I have to start the car and then open the door for the seatbelt will move up.

If you mean "up" as in move over your shoulder, this is normal operation. With the ignition off the seatbelts will only move "open" or "down" to let you out of the car. With the ignition off and you close the door, they're not going to close or "move up" unless the ignition is on.


Now if the belt stays over your shoulder with the ignition off and the door open, that's a problem.
