Things ive checked

Pop up switch-good
Headlamp switch-good
Motors-good
Headlamp relay-good
Passing control relay-good

Im thinking wiring issue, but if anyone knows something else please let me know.

Are the grounds good? surrounding area clean rust free, screw tight? the wire is only grounded by a little screw into the sheetmetal.

Grounds are good ,they go up not down
