Rusted trailing arm support fixable?

So I took my 1990 tsi fwd to my buddy to inspect it and he found out that my trailing arms are rusting apart. I was wondering if if was fixable and how difficult it would be.

Is your outer rocker made of tape?
EDIT: Oh that's roof flashing. Nevermind.

No someone patched it to hide it.

Anything is fixable if you commit and do the work. Question is, "Is it worth it?" It looks like there's no rocker panels left under that flimsy aluminum patch.
