Its hard to explain and really odd because ive never dealt with this before, but I'll try my best to let you know whats going on.

At a dead stop, if i rev up to about 1800 RPM, it drops to 1100 and then revs back up to 1800 (kinda like im 2 steppin) repeatedly. But if i rev higher or lower it doesnt do this. Also, while im driving, when cruising at about 2300 RPM, the rpm needle 'twitches' but the sound of the motor doesnt change.

Ihave recently changed my IAC and CAS and at the moment have a bad air temp sensor (getting a new MAF on friday) so i dont see those causing the issue.

Im ALSO having a 'sticky' throttle problem. Usually when you are driving you can press the gas peddle and maintain a certain speed, but in my car, Im either slowly accelerating or decelerating. There is no middle ground for me to stay at one speed.

I'm thinking it could be my TPS but Im not entirely sure. Someone help me out and let me know what they think and what i should look at/replace to fix these issues!!
 
I've had this problem before turned out to be my power transistor. It was making a bad connection so I unplugged it, sprayed some contact cleaner on it, reconnected it and haven't had a problem since. It didnt have idle surge but the idle was a little different than normal. Not sure if that's your problem but you could always test it.
