Rough Idle

Hey guys I've read almost anything related to idle issues, Terry's idle surge blog, to adjusting the biss screw, setting the tps at 10% off my logger, checking the ohms on the isc, timing is at 5% base tune cleaned out the tb (even though it was rebuilt, changed all the seals). Even through all that I can't get my 1990 tsi to idle correctly.
Now what i haven't done is block of the egr valve and just capping off my vacuum lines because everything i've searched for only shows 1991 + vacuum delete.
i've gone through the taboo vacuum delete diagram, but again its only for 1991+.

i'm pretty sure someone with a 1990 has blocked off their egr and capped off vacuum lines. i just want some verification on this task. to my understanding.

1. block off egr with plate which is easy enought.
2. the 4 vacuum lines on the 1990 TB (2 on the top, 2 on the side) basically just loop them to each other.
3.the two vacuum line underneath the intake loop it as well.
4. the vacuum lines coming from the thermostat, cap is as well.

am i missing something else. any inputs would be grateful. thanks

It's pretty straight forward. Cap what you don't want and keep what you need. You don't need to cap anything at the thermostat housing as there's nothing to leak. Cap the top ports on the throttle body, and install a EGR block off plate and remove all emissions equipment.

You need:
IM > FPR solenoid > FPR or IM > AFPR
J-pipe or boost source > MBC (if applicable) > wastegate
IM > BOV

(all I can remember off the top of my head.)

Oh, and do a BLT when your done. That's probably the cause of your idle issues if you haven't done one yet.
