2G Rough idle/ Idle surge

95 GST with rebuilt motor with compression at 180psi across the board, car has rough idle/ idle surge when i start the car, and if i don't give it any gas it dies after a few seconds. When i do give it gas i'll rev it up to about 3000rpms and i'll take my foot off the gas and the car stays at 3000rpms for a second or two and then drops back down. Need help with possible fix.

You may want to also check for vacuum leaks. This probably isn't going to be the problem but if you check the ISC and boost leaks then that would be the next step that i recommend. Good luck and if that doesn't work out post some more on here.
