Rings or Head???

I know I know, im beating a dead horse. But let me get my word in before I am ridiculed. I just got another 1g, a 91 fwd tsi....it didnt run when i got it. Did a comression test and came up #1-155 #2-155 #3-130 and #4 at 155. Car turns over and just putts intermittenliy? The guy thought the cat was clogged so i cut it off right away. And when i took the plugs out the electrode ends were soaked in oil. With #3 being at 130 the car should still start right? Im gonna throw some new plugs in and see what happens just wanted some input on the situation. Thanks guys.

Could be a bent valve. Could be a broken ring. Could also be a blown head gasket. Do a leak down test to see wher the air is going to

I also forgot to mention that when i crank it over and then go remove the oil cap, smoke comes out.....

I figured with the exhaust smell coming from the oil cap.....o well now ill just do the motor over ....thanks for your input. Ed.
