so i just finished breaking in my car and i'm running a stock fuel pump with a small 16g. i can give it gas and it boosts fine, but if i pin it the car falls flat on its face around 4500 rpm. so could this be fuel cut?
 
That sounds about right.

If your waste gate is connected directly to the J pipe the max boost will be the same as the spring rating of the waste gate. With the ball of the MBC hiding on the garage floor the E316G on my Talon boosts to 17 PSI.

At less than WOT the boost gauge will be reading less than the output of the turbo by the amount of pressure drop across the throttle plate.
