removing black strip on front bumper?

i have a 97 eclipse with a front mount intercooler that i want to expose more of. I've noticed that some people have taken off the black part at the top of the opening of the mouth of an eclipse. How do i go about doing this to my car. Is it a permenant mod or can it be put back to original?
 
This is actually an easy modification.
The first thing to do is pull your bumper cover off.
The most common place is to open up the black section behind the license plate.
You will cutting right where the black and white(your vehicles color) meet.

The tool I used was a dremel with a cut off wheel.
IF you take your time, it's very easy to cut the bumper cover.
The problem is that if you stay in one place to long, it will start smoking and start to melt.
I suggest that any place you cut, tape off that area with masking tape and draw your line to guide you.
Definitely tape off any area that has paint. This will help to keep the paint from chipping/flaking off

Take your time. It will come out a lot better looking if you do.
If there are any places where the paint flaked or you see the light tan or white(the original color of the skirt) skirt, grab a little touch up paint and take care of it.
I can not stress to take your time.

This is a permanent modification.

Great, i just borrowed a dremmel from my father. do you think i can do it with out taking the bumper off?
 
i wouldnt, u might "ef" up and be skrewed. how did u go about installing a fmic without cutting your bumper in the first place? i had to cut the shit out of mine to fit the greddy 24r and i left my black strip on.

It is possible but I highly recommend against it.
It's not to hard or time consuming to pull the bumper.
I would just prefer to see you do it right the first time without possibly screwing it up.
My opinion is better safe than sorry.

oh the bumper had to come off for the FMIC but i was just hoping i didnt' have to take it off again. But yea i will for this project, do it once do it right. Thanks for the help and advice everyone.
