Well it's somewhat defeating the purpose of a "firewall" to leave them open 
Otherwise no.
An easy way to seal them is to epoxy some aluminum plates into place (or other metal). It's what I did on my car. Of course you want non-flammable epoxy.

Why would you have to plug it if you aren't ever planning on putting it back in?
