Rebuilding motor timing question

Ok so to start its a 6 bolt motor just did a factory rebuild. Put the head on just did bs eliminator kit. While doing so I packed the oil pump with moly lube to prime it. I put the timing belt on and according to vfaq and other threads I've read the tension is set correctly.

Now this may seem kind of dumb but just want to get other opinions, when I turn the motor over by hand it seems pretty hard. Not like anything is binding just like the belt is too tight. Is this due to being a new motor and essentially doesn't have much oil in it? Same token I haven't spun it over much and don't want to for that reason.

Second question is I primed the oil pump with grease but not to make sure timing is correct I spun it over doesn't that kind of defeat the purpose of packing the oil pump?
 
Moly lube on the bearings and oiled cylinder walls?? Seems pretty tight. What are the bearing and wall clearances?
 
Moly lubed all bearings used plasti gauge and it was all in spec. I popped the timing belt off and the bottom end turns nice. I've narrowed it down to the cams.

With timing belt off I turn the crank 90* off timing so all the pistons are in the center of the bore so no valves will hit the pistons. I tried turning the cam gears and it's ridiculous how hard it is. I just pulled the cams and popped out the lifters to make sure they all compress. Put the cams back in torquing the right cam caps in the right spot to 15ft lbs and still barely want to turn. Kind of stumped right now.

Cams are 272s. Head just came back from machine shop to get pressure checked ect. Everything checked out. I do not ever remember it being this hard to ever turn the cams.
 
All cam caps are in the right spot and facing the correct way. Going from sprocket back I1 I2 13 14 15 last one has arrow pointing towards sprocket. Same as follows for the exhaust side.

Cams are also in right spots.[DOUBLEPOST=1415304991][/DOUBLEPOST]Figured out my problem thanks for the input. When I got this head back from the machine shop I switched the cams put and used the cam caps from a different head that were on the 272s in the head I'm using. If that makes sense through text. I switched out the cam caps and everything works great!

I always thought as long as they are in the correct spot they would work didn't realize the caps were married to the head???

Different wear rates on different heads due to different oils, operating conditions, miles, etc etc. It would be like swapping main cap bearings to new ones while leaving old bearing halves in the block. It just wouldn't work.

If you do use different cam caps from a different head, it will need to be align bored for sure.
