What is the point of turning the crank 1/4 turn counterclockwise and then back clockwise to align the timing marks once the belts and marks have been aligned?

Cause no matter how many times I did this today when I went to turn the crank back the cams would be perfect, however the bottom end would be out 1 or 2 teeth?

However the final time I put the car in time and just turned the engineover 5-6 times and the marks aligned perfect.

I noticed that the timing marks on the oil pump sprocket is located directly in the center of the cog, is it normal for the cog to go right or left of the mark cause of the belt aligning itself with the cogs in the sprocket, not the mark.
