quick timing question

Can anyone give me an idea before I buy a part i don't need my timing loosened luckily while parked... I got everything apart as I figured it was the auto tensioner but now I'm not so sure. Can that eliptical pulley with the arm go bad? Spring inside? The tensioner shaft and pulley arm weren't even touching. I can push the arm up with my thumb. I tried to compare tensioners with the new one but it had the pin in so I don't know how long the shaft should be new. I put my auto tensioner in a vise and it goes in pretty hard and quickly comes back out. Any help would be awesome. Thanks guys
 
I kind of thought it might be loose. I bought and have been driving it for months but I'm only the second owner so last it was done would have been a dealership. I thought that seemed weird. Thank you.
