Question and Torque Spec

What is the little metal "O" inside of the exhaust manifold when you pull of the stock T25? And do I need to keep that in when I put in the 16g?

Also, if someone could tell me the torque spec for the turbo to manifold bolts/stud I would greatly appreciate it.

Correct me if I'm wrong but the exhaust manifold to head torque spec is 18-22 ft/lbs, correct?

That is a fire ring to keep hot exhaust gas from getting directly to the turbo to exhaust manifold gasket, helps keep it from burning/blowing out. You won't need it on a 16g, or at least we don't use it. I have seen them tilted sideways in the top of the turbo before so we don't reinstall it on larger turbos.
