possible turbo malfunction??

I just did a rebuild on my 96 talon. Everything was running good. but as I was driving down the freeway I went to speed up and my car started to stutter. When I hit boost it is as if the waste gate is stuck or no air is getting through. if i run without hitting boost it goes fine. I can hear the air going through the turbo as it normally would, but when i hit the gas it is not responsive, it just stutters.

Could this be a possible turbo malfunction or waste gate problem? I am running the stock t-25. The oil and fluids were good and it didn't notice any weird smells or smoke. I checked all the hoses and lines and everything seemed good

Any help would be awesome, thanks guys!
 
Check shaft play of the turbo as well while you're doing the boost leak test.
 
Thanks guys I will get right on the boost leak test. here is a little bit more information though. I Drove the car again today and it was boosting fine. but my gauge was spiking all the way up to 17-18 psi. I do not have a boost controller hooked up either.
