1G Plug for the noise filter?

I have a 1990 eagle talon and I can't find the noise filter. I am thinking it is not plugged in so I am trying to see what plug that is plugged into. I have a couple plug-ins that are just hanging along the firewall by the intake manifold and not sure what the plug in looks like that it goes to.

I have a 90 talon tsi and the tachometer is almost never accurate when going above 60% throttle or hitting boost. it works fine almost any other time.
