parasitic draw in room lamp fuse

I know there's bunch of thread about it and don't want to hijack theirs so I'm making one, I ran the test using multi meter and get a 0.04amps on my battery so I start taking the fuses one by one here we go Room Lamp Fuse again like couple of thread after taking the room lamp fuse the amps went down to 0.01 is still high? so anybody got their issue fixed regarding room lamp fuse parasitic draw?

.04 is a normal draw. 50 mA and below is perfectly normal.
