The heat transfered to the air during compression is partially dependent on flow. This means that when you up the boost and the ammount of air flow you increase the ammount of energy the intercooler needs to bleed off to keep your intake temps reasonable. The point at which you will need to do this is not set in stone and is very dependent on other modifications done to the car. If you are not going to up the boost too much you don't need to worry about it.

As for just the maximum number there isn't one really. However you will see gains by going to a better ic setup once you start upping the boost above 16 or so.
