420A OBD2 No communications

So I have a 96 eclipse rs and I got a check engine like but I have a snap on scanner and it just saying no communication and there power on pin 16 8v land on the room lamp 12v I’m not sure what else to do or check ??

2 issues I had to fix with my OBD connection when I still had it:
1: fuse was blown (shared with cig lighter).
2: loose pins in the connector, needed to be rewired.

I just check the cig lighter fuse and it’s good not blown

Its not the lighter fuse, the power locks fuse powers the obd2 plug

Sorry for not getting back got busy with work but I check all the fuse and there all good I check for power to on and it’s there I just do know

So just a little back story on the car it was my grandma and she blow the motor so sat at her house for like 6-7 year and know I have it and I replaced the motor most of the sensor on the motor but non on the trans figured they are good. Got the motor running and driving but when I try to go for a drive 1st gear got stuck and would not come out and had to yank it out of gear. Once I got it to drive and all the other gear were fine want in and out good it was just the first gear when taking off. But what’s also when the check engine light came one so idk I’m lost without the obd2 not communicating with my scanner to read the codes
