420A OBD2 Port No Power

hi guys my obd2 port has no power i know cause when i hooked up my scan tool nothing was powering on. What fuse powers the obd2 port. I have the 420A non turbo motor.
 
It may also have a loose connection. Mine was doing the same a couple years back but I noticed when I wiggled the connector it would temporarily start working again. Had to fix a couple wires. Here's this in case yours was missing like mine was

so i checked the cig lighter fuse still good and still nothing on the obd2 port ill have to dig deeper
 
Thanks everyone for your help my next goal is to get a voltage meter and check every wire and go from there everything inside the car seems to work except for the obd2 port
