I just check the cig lighter fuse and it’s good 👍 not blown

So I have a 96 eclipse rs and I got a check engine like but I have a snap on scanner and it just saying no communication and there power on pin 16 8v land on the room lamp 12v I’m not sure what else to do or check ??
