420A non turbo vacuum lines

I noticed the other day that the vacuum lines that come off of my throttle body are cut and capped off. I am just curious if this is a bad thing or will it not effect anything. the only things i have been able to find is on the turbo. I just wanna make sure that this is ok for the non turbo since i am having idle issues due to the idle air control valve.
 
its the vacuum lines coming off the TB, and they arent long enough to plug back in to anything. After changing the idle air control valve it idles alot better right after starting it. I still have the issue of not being able to go over 3500 rpm, and after you drive it for a few min it idles at 1500 - 2000 rpm
