I apologize if anyone thinks this thread might be redundant, or covered in another thread, but every thread i've read regarding the problems i'm having, don't seem to match up, so I am going to give this a shot praying someone can help me out. here we go:

its a 99 eclipse 420a, turbo conversion

I went on a trip to vegas, from salt lake, when i was near mesquite, my car just shut off, no power, i called for a tow truck, when they got to me (basically out in the middle of nowhere) he said he wouldn't attempt to tow me cause my car was too low, and left me there. So in a desperate measure, i tried to get the car running enough to make it to the next town. the problem seemed to be the fuse for the ignition switch in the engine bay, i didn't have any other fuses, so out of desperation, and hope that it wasn't a big deal, i jumped a wire where the fuse was suppose to be, well that melted a bunch of wires in part of the harness that connects behind the stereo. I finally got someone to tow me to town, the mechanics there said i needed a whole new harness, with labor, it'd cost me $2000, couldn't afford that, so i towed it back to salt lake.

Once in salt lake i tried to trace all the wires to see which were melted together, seperated any stuck, and replaced any that were totally fried, reconnected everything, and the car powered on, but was not starting.

I noticed, my secondary fuel pump(upgraded) was not turning on like it normally does when i first turn the ignition, traced that wire, and found no power going to the fuel pump that goes in the gas tank. thought it might be the relay for the secondary fuel pump, but it wasn't. Then tried the relays for the fuel pump and mpi located in the engine bay, and those turned out to be ok.

So the car will not start because the fuel pump isn't turning on to pressurize, and i scanned for the cel, and i got code p1495. Now from what i've read this has to do with vacuum lines, which at present not all of mine are hooked up, as i've been trying to check wiring and needed to make room by disconnecting some vacuum hoses, none the less, i wouldn't think that would have anything to do with the fuel pump getting power. So is there something i'm missing, or do i just need a new pcm or something else?

Please help if you can, because i have taken the approach that since i can't fix it, i decided not to pay my car payments( i know that is stupid, but i can't afford to pay for a car that won't work) so it is close to being reposessed. I know the mistakes i have made to this point, so i would really not like to get lectured by anyone, just some help so that i can salvage it and have reason to catch up my payments so that it doesn't get taken away. thanks to everyone who reads this and can help.
 
1st of all, all of your vac lines need to be hooked up/ closed, make sure you don't have any leaks. Next, how are you supplying power to your secoundary pump? Trace the wire to make sure you don't have a short/ cut somewhere. That goes for you primary as well.
 
the power to the secondary is hooked directly to the battery that line is good, the power for the main pump goes through its normal wiring, which i traced back all the way to an area under the dash up above the inside fuse box.
 
i will try closing off any vacuum lines, but like i said, the fuel pump is not priming like it should be, with or without the vac lines plugged in.
 
Hence me telling you to trace the wire and make sure it's not cut or shorting somewhere. The only reason I mentioned the vac lines is so your car will be able to maintain a steady idle.
