No Start-Fuel Pump Making Strange Noise

For at least a year the car has randomly died at idle. No CEL...but i have changed every sensor possible. Did the timing belt to perfection and the head gasket. Full tune up also. Still no luck. I did find it had trouble starting on an incline. Well finally it wont start at all. The fuel pump is making a high pitch noise when I try to start it. Put in a brand new pump and I get the same noise. Not the strong quiet hum I am used to but a higher more anemic noise. I had the back seat off when testing it...I also get a noise from the center of the tank that have not heard before. Is there anything under that center plate I could change. Is the fuel pump not getting enough power? I do have fuel at the rail. Any thoughts would be greatly appreciated thanks.
