no rear o2 signal without closed loop?

So I am putting in a brand new rear o2 and am getting 0 or really really slight readings from it. I also have the CEL for closed loop fuel control. Will this effect my rear o2 turning on? Or maybe I just got a bad sensor.

Well the rear o2 does nothing other than turn on the CEL.

Yeah, emissions sucks. I gotta get this working. I am just wondering if I got a bad o2 sensor or if it is the CEL that is somehow not activating the rear o2.
