No power to fuel pump

1999 GST pretty close to stock. I pulled the fuel pump on my car, because it has been sitting a while to drain the gas and such. It was not getting fuel to the rail. I replaced the fuel filter, and before putting it all back together, I decided to check the wiring going into the fuel pump (white connector, two plugs) with a test light, and turned the key to ON position. It did not light up at all. What could the problem be? Did I test it properly?

sure didn't. it only gets the 12v when you try starting the car...
