how can i check to see if my wastegate is stuck open, i have a 16g turbo.

with the compressed air and vaccum
would i just first test to see if it is opening by putting the air through, and then test if closing by hooking up a vaccum to it?
Try taking the actuator arm off of the flapper and see if the flapper moves freely
keep in my mind, this is an internall wastegate. just wanting to make sure all this is true for it.
