New Turbo, or Engine Rebuild?

Im to busy to search this whole site, sorry guys (work)

I drive my car about 40 miles to my work.
After running for about 10 minutes, my turbo gauge goes funny.
Car has always had white smoke, but the turbo starts self spooling, and there are surges when im going about 60 mph. Its a pretty nice jerk sometimes. Been happening ever once in a while last few month, but this week its been nasty.
Sooo being said, it will whistle load some times, wont boost immediately, and its running like shit.

I have to go up hills, and I dont want to blow up my engine.

sounds like the turbo, usually a blow engine will smoke blueish,or black if its knocking
