New turbo install, wastegate stuck open at idle

i installed a pte turbo over the weekend, got everything in and fired it up, but the wastegate is dumping to the atmosphere at idle. i adjust the wastegate rod so that it was shorter to hold the lever to the gate closed but even at it's tightest there is still exhaust coming out of the externally dumped o2 housing. i even took the rod off the actuator lever on the compressor housing and held the lever shut with my hand and it still leaks exhaust. i don't understand this because when you move the lever with your hand you can hear the wastegate bottom out on the exhaust housing....meaning it is closing completely and opening completely...

what can i do, and if i have to drive the car with the wastegate open what will happen?

i'm an idiot, forgot the new turbo has a cut exhaust housing...that plus and o2 dump caused the issue.

PTE cuts the turbine housing between the wastegate opening and the turbine opening to help prevent boost creep and surge. If you run a 02 dump to the atmosphere you will still get run off from the turbine opening on the turbine housing even tho your wastegate is closed.
