New coolant temp sensor problem

I finally got a plug for my coolant temp sensor today and put it on. Previously I just had the two wires for the cts grounded and it would take around 3 trys to get it started when it was cold and the car ran really rich. Well after putting the plug on today and getting everything hooked back up I turned the key and the car started almost instantly, but the problem is it was idling at about 2,000 RPM'. I adjusted the biss as far as I could but it was still idling at about 1,700 RPM. What can I do to get the idle where it needs to be?
 
Did the idle drop after it warmed up? Have you tried to adjust your throttle cable or check for a slight boost leak?

Checked the throttle cable and its fine, boost leak test came back good with no leaks. I didnt quite let it get warmed to operating temp before I shut it off. I'm gonna unplug the ISC today and see what that does

Ok so I got a brand new coolant temperature sensor with a brand new plug for it...I turn the key and it starts right up and idles fine for a second, then the idle gradually starts climbing all the way to 1,800rpm and thats where it stops. Even when the car is fully warmed up it still idles at 1,800rpm. Another problem is even with the safc corrected -50% it still runs rich at idle! Beofre I got the coolant temp sensor I has the wires grounded on the single spade for the temperature gauge...When I had everything hooked up this way the car ran fine but it took it three to four trys to start it. Ive even tried unplugging the ISC and it still does the same thing. Btw I have checked the throttle cable, adjusted the idle all the way down with the BISS and it still wont idle right or stop running insanely rich. Someone please help
