multiple wastegate springs?

So i have an AGP wastegate and when i took it apart there were 2 different strength springs stacked on one another???? is it suppose to be like this or did someone combine them to make a stronger spring? the wastegate is used and it is an internal wastegate

It's normal for there RS series turbo's.

ok so how do i put this thing back together ? and should i not be able to pull the actuator rod by hand?
