lots of questions, could use some help

For some reason i cant post in any other forum except for the newbie. So it goes like this, i bought a 1992 Eagle Talon Tsi AWD about two weeks ago. First question i have, the car has a 16g on it (TD05) not sure if its the evo3 or not but on the vaccume line going to the waste gate actuator there is a set of 3 valves. Im not sure if this is some setup for a boost controller or what. Does anyone have any ideas? There is a dump tube for the waste gate and i can hear when it opens. I have an autometer boost guage that reads like 11 pounds when im fully boosted, but one of my other topics i will cover is i dont know if its set up correctly. here is a pic of the valves

one question i have is my boost guage reads like 11 psi when im fully boosted but i can hear the waste gate open at like 7 pounds. My car seems to pull hard till it opens then kinda dies off. Is this normal??
Next is my boost guage. My car has the JDM cyclone swap. It has the intake with the duel runners. I havent set them up yet but im working on it. Any ways i have a vaccme line running from the center outlet on my manifold to the butterfly actuator and thats where my boost line is t'd in. In a thread on how to properly set up a boost guage there was a picture of the purge soleniod if im not mistaken. And i think my has been removed. I took one off a 91 gsx in a junk yard but im wondering how to reinstal it or if i need it. Here is a pic of the t in for the boost guage.

You will have to read the site rules to see why you can't post on any other section than the newbie.

Just my guess is the previous owner wanted multiple boost sources and used those for god knows what. (boost guage,etc)

The wastegate will open early and help bleed off boost so you dont have spikes. You want it to open. Since I have not had a 16g in a while I don't recall what psi the wastegate will open at stock but I am sure someone else can help chime in on that.
 
I would say if you don't have a manual boost controller to remove those excess nipples and just a straight line from the wastegate to your turbo for the meantime. As for the connector by the brake booster, that looks an emission connector which was obviously taken off after deleting the valve that goes in that spot which connects the fpr to the valve to the intake mani.
