Leaking fuel feed line from tank?

So I took off my fuel pump hatch to try to find out what pump was in it and man did I find more than I bargained for. I found out why the smell of fuel lingered after I drove. Fuel is puddling

My question is: Is this the feed or return line? It looks to have been repaired before with some type of putty. What's the best way to go about fixing this?

I can't believe some of the jerry rigging people try. Looks to have been broke off and welded back. They didn't even weld it on the back side. So I know it's the return (stupid question about being return or feed LOL) but how do I fix it. Here's what I'm dealing with.
