Whats the difference between the both? The K03s is awfully small as well as the T25 and they don't hold boost to redline. Which is more capable ?

I believe the T-25 is larger in every way. I remember seeing some pictures recently of a K03 exhuast wheel. It was side by side with a quarter. They where about the same size. i know the T-25 isn't that big, but I know that the exhuast wheel is bigger than a quarter.

So I think a 2.0L with a bigger turbo has more potential than a 1.8L with a smaller turbo. Just simple math. But the 1.8's can be good in the right hands.

I have seen a few VW Vortex guys in the mid 13s 103mph traps with that little turbo, suprised me.

I believe the fastest stock turbo is a GTI fully gutted with slicks at 12.7, that's pretty good.

The K03S turbo is smaller than a T25. The K04 is closer to the T25. Any of the quick VW stock times were probably done with the K04 as the K03's run out of gas at about 12 psi.
