You wouldn't know unless you unhook the actuator from the turbine housing and you're able to force the flapper closed beyond what the actuator will allow. If there's still adjustment left on the actuator you can just add tension as a temporary solution until the cover moves again.

From your description I'm 99% sure that's what is wrong.
 
Wow, I never thought about that, and I didnt know that they didnt install a pin to keep the cover in place either. Suppose I will mark mine and if I ever begin to experience trouble, Ill check that first.

Ok that's what I thought you were saying, just wanted to verify. That's probably what happened. I'm about to go external as soon as my gasket set from FFWD gets here, so it will no longer be an issue.
 
One more thing, since were on the subject- Arent these supposed to be 19 psi actuators on the new Red/Green/Black turbos? I can turn my boost down to as low as 10 psi so Im curious because it doesnt make much sense considering noone buys one of these to run less than 25 psi or so. My actuator is preloaded as much as possible, for what its worth.
