1G ISC Stepper Motor Fluttering

What would cause a brand new factory IAC stepper motor (ISC) to flutter, and not step 0 - 120 when a/c engaged? That's what Mitsubishi said was happening to mine (92 Eclipse GSX). I already checked the resistance of the new motor, I'm getting around 42 ohms between the 6 pins.
 
now i might be wrong, but i could swear i saw this in another thread that some guy said you shouldnt have more than 30 ohms (like in the kohm range) but he might have been talking bout something else, hope that helps, if not run the codes see what you get.
 
No codes.
IAC ohm resistance is within proper spec. Usually you see between 30-45 ohms. People with problems in this area usually see something over 1,000.
