Alright so I have tried searching but I would like some opinion from you guys. I have had an idle surge for awhile and i decided to check my isc today since I had some down time.

All 4 ohm readings were 40 ohms. And when i hooked up the 6v battery to the motor it only twitched. It didn't move in and out. So i went ahead and hooked it back up to the wire harness and propped it up so i could see it when i turned the car to the on position. However, when I turned it to the on position it only twitched again, and it didn't move in or out.

Think its bad?
 
It's shot. Rockauto has them for cheap and they work well. I'm currently using one from them right now. If you search for them on the vendor list, you can dig up the 5% discount code.

Between $70-$80 depending on brand. For a 91 only 1 brand is listed however the IAC is the same for all years except for a 1990 TB so find the cheapest one. I use a Standard Motor Products IAC.
 
40 ohms is good, and hooking a battery up to 1 coil at a time will result in a twitch. It's a stepper motor, they need precise phase controls to get the motor to spin. Test it off the throttle body but plugged in. The black kind shown in the above video are the best kind and can be found on pretty much any Mitsubishi in a junk yard, and they should last forever if kept clean. They fail because of EGR soot and PCV oil.

I did do it right off the harness as well with it hooked up to the battery. Both just twitch.
 
Its all good. Well hopefully I can find one soon. If not by friday, Ill have one ordered. Thanks for the input guys.

So could I get a part number for one? I just talked with RockAuto and they say they dont carry them. I need something to reference it to.
 
Goto rockauto.com it will be listed under air/fuel as the IAC (idle air control). The one listed under a 97 is cheaper and is the brand I'm using without any issues.
 
I always pick them up at the junkj yard two screws and their mine i keep a stock of them just found another black one, i tested all of them from many cars all good.
