I checked the resistance in the coils of my ISC Motor, all the resistances were in between the proper specs (28-33 ohms). Even though the resistances are Ok, is it still possible that the ISC motor could be bad???

Yes, the pintle could be stuck. That is why the vfaq test procedure also involves hooking up certain coils to a lantern battery.
