That's not ECMLink, it will always be written on the chip.
Not sure how you can read that chip, but this looks exactly like the older version of link.

No, that is just a memory board to save the tune. It could be soldered in, but it will fit right in a 28 pin socket just the stock 28 pin chip does. It will only work for a 1g EPROM ecu.
