Is my ECU fried?

I tried cranking my fresh rebuild after almost a year of rebuilding it. it is a 2g with a 6 bolt that was already swapped. I tried cranking it a few times and found a leaking injector seal. I stopped and fixed that but in the mean time I had my ecu socketed for DSMLink. The guy who did it found a burned spot on the bottom of the board. It is under the chip next to the EPROM chip. I figured it was old and was there when the car ran before so no big deal.

I went to crank the car now that the seal is fixed, and I get nothing. I put the car to the ON position and dont get any lights on the dash. I checked the voltage at the ECU. I get power to the MPI relay PIN at the ecu, and I get ground at pin 25, but I get no power at the rest of the pins. Is this because the ecu is fried and not sending out voltage? I am stuck on what to check next. Thanks for the help.
 
The ECU shouldn't stop the dash from getting power. Do you have a bad ground? I have never seen an eprom burned by the chip before. I'm not pointing fingers or trying to put anyone down or anything but I think he might have messed it up and is trying to cover up a bad mistake he might have made.

I have been soldering and desoldering for a really long time now and I will admit that I have made some mistakes in the past by holding the gun to stuff to long and it damaging parts and boards. Some stuff I won't work on because of the fear of damaging it then having to replace it. I learned my lessons and never make them mistakes again. If you can post a nice clear picture of the burn spot I can tell you if it was from a soldering gun or electrical from my years of experience with this type of work.
