If I took my turbo apart with paying attention to alignment of parts am I toast?

No, no need to balance in this case.
 
If the rotating assembly was balanced as a complete unit as indicated by balance grinds on the compressor locknut, then you should probably get the assembly rebalanced. Most Small 16G's I've seen were all assembly-balanced from the factory.

If you reassemble the turbo with a new compressor and choose not to get the assembly rebalanced, you should use a new locknut without the balance grinds to ensure you're not going to cause any further unbalance due to incorrect placement of the grinding on the nut. A turbo like this could be assembled with new parts and theoretically be at an "acceptable" level of balance, but if you want it to last as long as the mnufacturer intended then you should look into getting the assembly balanced.
