Idle Control Swith

Im about to go look at a car and the only thing wrong is the Idle control switch, and he said that if the car comes to a complete stop, the revs will drop and the car will turn off, but it starts right back up. Where is this located in the engline and is it expensive to fix?

Is it a turbo?

There is also the possiblilty then that he has the bov vented.
