having issues with getting my 95 tsi to start it has a fresh rebuild

what has been done to the car:

evo crankshaft
new pistons
new rings
eliminated balance shaft
eliminated vacuum lines ( this was done before i got the car)
block was fully serviced, honed ridge reamed, surfaced, new freeze plugs ect...
cylinder head surfaced new valve guides, lapped the valves, ect....

i try to turn it over and it sounds good but wont fire and then turn the key off for a second and try it again and it will fire for a half second then nothing just turns over

i have spark
i have compression
did a noid test and i don't have any injector pulse?? ( gonna try this again with a buddy i might not be seeing the light because if it fires it has fuel right??

i noticed yesterday that if i grab my intake cam i can move it back and fourth pretty easy it doesnt spring back at all and it makes my timing belt loose??

MY QUESTIONS:

1...could i have jumped time?? im about to go check but the belt seems to be tight enough for that not to have happen

2...i read in a forum that it could be my coolant temp switch telling the ecu to give the wrong amount of fuel?? mine is not plugged in do to the fact that the plug is broke

3...i unplugged my mfi relay by my ecu to do a compression test and it might not be all the way plugged in i think it is because it wont go in any farther but stil??

any ideas would be great if you need for info let me know

Compression numbers check for spark.

spark is good and as for the compression test this engine has not fired up so i have not set the rings i only did this compression test to make sure the compression wasn't way out of wack for first start up and to get oil circulated to prime the engine for first start up

i did two tests ( i had also poured half a cap of oil in the cylinders to help get the rings to set)

first test: 145 155 160 170

second test: 150 155 165 170

my compression seems pretty good to me considering i haven't even set the rings

Are you working in a heated garage? I don't have heat in my garage anymore and it takes about 25-30 cranks before it will run as well as some starting fluid. It's crazy cold where I live. But I don't have a FIAV or FPS either.

Check for fuel to the rail. There are several ways to do it.

sorta some what heated LOL i have my spaceheater on 24/7 but its still pretty cold in there LOL

I tried cranking it allot due to knowing that the vacuum eliminate messing with fuel pressure but same results every time

I also have my fps and fiav hooked up I'm gonna test the connections on the fiav next that crossed my mind as well

I'm thinking it might be my MFI relay i really don't think its plugged in all the way ...i took it out so i could see better and tried to get it in more but it still wont go??

but if its not working i wouldn't have spark ether right?? not just lac of fuel??

really need some more help ive been tinkering with this thing all day and researching my ass off and im stuck LOL

fuel pump busted? have enough fuel in the tank itself?

Check your tensioner, too. That timing belt should be really tight. Recheck the timing.

Have you tried the crank and cam sensors? If they go bad, the car would have a hard time starting or wont start at all.

brand new cam senor and the crank sensor was cut but splice back together i was thinking maybe the tensioner for the cam problem

it has about a quater tank and its stock fuel pump as far as i know

coolant temp sensor for sure man, if that sucker aint hooked up feeding cold weather start up mode info to the ECU the car is super duper hard to start. i one day just random had my coolant temp sensor fail and it was SO hard to start that sucker. took a lil diggin around and testing to find the problem. hook up coolant sensor and try agin.
