Spyder I can't figure it out spark issue

I'm a first time dsm owner I have a 1996 eclipse spyder gst wit 4g63 turbo I have spark in #2 & #3 but 1&4 are dead I've replaced coil and ignition module and has a new cam sensor everything is plugged up and in The correct spot. I bought it after the previous owner jumped time and replaced all valves and redone the head
 
I'm leaning on maybe you should have the shop that's doing the work re-check the cam angle sensor. Really have them inspect it over. If they over tighten it while installing the part it can cause a very slight crack that may be very hard too see and can lead to a issue like your describing. I went through this the hard way at one point with my first eclipse and the shop tried two brand new ecu's, fuel pumps, etc. and it didn't change a thing besides my bank account. Anyways that being said it was my cam angle sensor that was the culprit. I say double check the cam sensor and don't honk it down too tight. Torque values are in the books for a reason.
 
I know this might be unlikely to be the cause but its worth looking into, when I had this issue it ended up being the coil pack wires in the back of the coil pack going to the connector. mine had no visual damage or loose connections but after I replaced those wires my issue was gone.

Check your CAS and spark plug wires. Look into where the wires connect into for possible corrosion. Maybe reseat the harness plugs going to the ignition module, too. Try this if those don't check out, swap the known good coil pack to the cylinders that aren't firing. Parts can be bad brand new right of the box sadly.
 
The CAS is what determines whether 2/3 or 1/4 will fire and so is suspect. However the 1/4 coil could be dead, the power transistor (aka ignitor or ignition module), drivers in the ECU (or leaking capacitors in ECU), or wiring/connectors between all these.
