1G How to take off fan

I been trying to take this off for a while but I can't manage to take it off. I've tried pulling it with some pliers, spinning the top of it but it won't budge.

Maybe try compressing it and spinning it? You were pulling it??

I don't believe the come off without cutting the tie that goes through radiator

I was pulling it, spinning it, pushing it in and nothing worked. the only thing that would work was when I wanted to make it even more compressed so that the fan was more stuck in place. So I tried spinning it the opposite way but they feel broken. I feel like just breaking them off at this point now

To my knowledge that's the only way to get them off. That's how I've done it for the past 16+ years as a automotive technician.
