I searched and found you can use a voltmeter, but the thread ended quick and didn't elaborate.

Which setting do I put it on? What pins do I connect it to on the obd1 port?
 
Or a shop manual such as chiltons.

I'm pretty sure that he was referring to "how to figure out what code the CEL is throwing." If you're in a pinch, most Autozone/Pepboys stores will tell you what the code is for free. Once you have the code, a simple search on this forum or on Google and you'll know what exactly is causing your problem.
 
The Chilton Manual for the Eclipse has a great section in doing self code checks with a VOM.

Basically, you take an analog (needle) VOM, touch it across pins 1 and 12 in the connector, turn the key on and count the long, then short needle swings and match these swings with the description in the book.

I've got a CEL and my VOM gave me 2 longs and 3 short swings - pointing towards a bad knock sensor. Got a new knock sensor and got rid of the CEL.

After the test, disconnect the negative cable from the battery to clear the retained code memory in the ECU, then reconnect to start over (this is like a warm boot on a computer..)
 
I wish MMCD could just do this.

It does.

On the screen where you can open a old log or create a new one, click on the title bar and select Mode and Test. The you can click on the read DTC button or Erase (works on 91-94).
The 90 ECU software is missing the support for erasing the DTC's (Diagnostic Trouble Code) so you have to pull the battery to clear them.
