I have a 95 GSX and does this hose have to be connected or can it also be blocked.

I'm assuming this is the intake to the turbo not the intake manifold. That hose should be connected to your PVC vent to suck blow by gases back into the intake. At the very least plug the hose/nipple to prevent debris/unmetered air from entering your engine.
The only things that should be on the intake to the turbo should be the valve cover breather hose and the reciruclation pipe. The charcoal canister should be part of the EGR system. The BOV should be coming from the intake manifold. The stock boost solenoid hose is connected to the wastegate.

The PCV valve is connected to the intake manifold by a hose. It does not go to the intake pipe. There are 4 hoses connected to the intake pipe: boost control solenoid, valve cover breather, charcoal canister, and bov tube. You don't need the bcs hose if you have a mbc - block the port off on the intake pipe. If you don't have a mbc you need the bcs hose. You need the other 3 hoses.
