Hitting fuel cut 4.5k

Allright my buddy has a 95 GSX, with a Maf blow thru setup, 14b,stock exhuast, spec clutch and findanza flywheel, JDM six bolt motor. When ever he tries to get on it, it hits fuel cut at about 4.5k. What do you guys think the cause is. We are thinking fuel pump, or fuel pump rewire. Also if he puts in the fuel pump, will he automatically need a afpr? Or if you think we are way off let me know.

P.S Or can we just tune it richer with the MafTranslator?

Fuel cut is caused by how much air the ECU sees, getting a fuel pump will not prevent anything. Step one to the solution would be to find out why the ECU is seeing so much air. I don't know that much about the translator. Hopefully someone who does can chime in.
