Help with a disconnected wire harness

I just got a 97 eclipse gs, and when I was testing everything out to see if everything was working properly, I noticed that the foglights were not working. I thought the problem might be a blown fuse, but when I was going to check it, I noticed that there was a disconnected wire harness coming out of the fuse box. So before I touch anything, I was hoping for some help on what this harness should be connected to, it could be the harness that the foglights are supposed to be connected to. Any help would be appreciated. Here is a pic of the harness that i found.
