Help!! What Piece is this??

So today I went to take mt TB off for cleaning, car had a very crappy idle. After removing the intake i notice what i believe is the IAC hanging by a tread literally . I have pictures. Is that what it is? What do I need to replace?

if your IAC was hanging that will definately cause a bad idle...are your wires ripped?

I have some ripped wires and some lose wires. I just purchased the car a weak ago.I'll post the pictures of the piece.

Yes the part interchange number is correct.
